The "Rogozarski" factory purchased a license to produce the RWD-13, here named RVD-13, in 1938. The first two aircraft were produced in mid-1938, had civil registrations YU-PFE and YU-PFO, and in late August and early September 1938 they took part in the international race of the Little Agreement. One crew won first and second place in their category. From the following year onwards, both civil RVD-13s were used exclusively for military service. "Rogozarski" produced four RVD-13s and two samples of the medical version RVD-13S.

The planned introduction of 20 medical RVD-13S into service did not materialize, as in 1939, during tests at Bela Crkva, it was shown that the aircraft had a long take-off run when fully loaded. Due to this characteristic, the RVD-13S could not be used at most auxiliary airfields.

In April 1941, there were two RVD-13S in the 721st Medical Squadron and two more in the 722nd SanE, which were subsequently mobilized during the war. One of the two aircraft from the 722nd SanE was the RVD-13S BR. 3, which was delivered by the "Rogožarski" company after the outbreak of the war (this aircraft had been under general repair since June 1940 and on March 31, 1941 was 95% complete, but without an engine). One RVD-13S was in the 702nd Signal Squadron and one in the 5th LP (destroyed near Režanovacka Kosa). Judging by the situation in April 1941, all RVD-13s entered the April war in the medical aircraft version. The Germans seized one RVD-13S in Lazarevac and handed it over to the Croatians, where it flew until 1944, marked with the number 5501.
