German and French designers designed a simple aircraft of wooden construction, only the central cabin part of the fuselage was designed as a steel tube partition covered with thin steel sheet. Steel tubes were also in the wing spars. The air-cooled inline inverted twelve-cylinder Argus As 411 TA-1 engine with a power of 426 kW and a two-bladed automatically adjustable propeller was chosen as the propulsion. The aircraft manufacturer SIPA was to build three prototypes of the Ar 396 and 25 serial machines of the verification series.
