The first 12 units equipped with floats were delivered to Yugoslavia, further aircraft were ordered by Greece, whose air force purchased 12 Do 22 Kg. In early March 1939, a prototype of the Do 22 L version, D-OXWD, with wheeled landing gear, was flown. This version was ordered by Latvia, but due to the occupation, none of the aircraft were delivered. Four Do 22s were delivered to Finland, to the LeLv 6 unit, for anti-submarine patrols in the Baltic Sea. They were also equipped with ski landing gear.

The aircraft delivered to Greece were received by the 12th Tactical Squadron of the Naval Air Force. They were destroyed during the fighting in 1941.

Eight Yugoslav Do 22s, which flew to Egypt in April 1941, were armed by the 2nd Yugoslav Squadron formed within the RAF. They patrolled the Mediterranean Sea until April 1942.
