In 1938, the German Technical Office required a modern naval training aircraft. The Arado Ar 199 was a design for flight training of complete seaplane crews. The aircraft resembled the Ar 196, but was based on the Ar 79 and Ar 96, but was all-metal and capable of catapults. The Ar 199 had two all-metal floats that ended in a flat stage. 31 Arado 199s were built, 5 prototypes and 26 serial machines. Originally, according to the RLM schedule No. 10 of 1.1.1939, 65 machines were required. The pre-series consisted of 26 machines (WNr.001-026), the last 4 were manufactured in France. They were mainly used in rescue. The series was canceled because the need for combat aircraft was paramount.
